  • ISO standards have been around for over three decades now. Prior ISO standards each country had their own specific standards for quality, environmental protection, occupational health and security etc. These may have been in the form of industry specific standards that were published by an industry association, military spec standards or other similar standards set by corporations for their customers. ISO standards are based on the process-based approach and variation of this have existed since the first world wars. While ISO standard are voluntary many organizations choose to get certified and have their personnel complete training programs such as ISO 9001 2015 training. ISO 9001 2015 training prepares personnel with an understanding of the interpretation of the ISO standard and how to tailor it to that they specifically do when implementing the standard. So why then opt for certification when certification is not needed by ISO? ISO is not a governing body and cannot dictate to other countries what they must or must not do, neither can they to organizations as they are not a statutory body. Certification has grown as trust in the standards have grown. Certification to ISO standards signify a commitment to meeting the requirements of the standard not matter which country they are implemented in and no matter by what industry. It also signifies a commitment to continual improvement. Sometimes certification is voluntary and sometimes it may be mandatory as in the case of Contractual requirements where a buyer requires the supplier to bee certified. This reduces the onus of the buyer to assess the effectiveness of the supplier to provide conforming products or services. This is done by the certification body. Certification bodies during this assessment will assess the awareness of the personnel and organizations may evidence this by demonstrating that personnel have undergone an ISO 9001 2015 training. The training alone however is not enough, there is a need for the personnel to be able to effectively speak to what they do. To demonstrate an understanding of the policy, objectives and the processes they are a part of. In recent years discussions have come up on the validity of the ISO certifications and whether they can be relied upon. The international bodies responsible for accreditation of certification bodies do their utmost best to ensure that due diligence is exercised. Companies must however realize that by implementing ISO standards and providing ISO 9001 2015 training they will evidence benefits far beyond the cost of certification or even the cost of implementing the system. Continual improvement has resulted for many in savings of operational costs, personnel retention, increased customer satisfaction and increased efficiency.   • Almost everyone would like to receive a quality product or service. Quality Management Systems enable organizations to do just this but strangely enough do not guarantee it. Often the definition of quality varies; the needs of the customer and/or the product/service promised, get lost in translation. Communication plays a vital role in any relationship including in the business and customer relationship. Quality Management Systems are essentially systems developed using a process-based Plan-Do-Check-Act (PDCA) approach to systems. ISO 9001 and AS9100 are two internationally recognized standard that provide a framework for quality management systems. However, they are not the only two standards out there. When problems occur in quality management systems it may occur due to one of the following reasons: Information did not get to the person doing the job Information was incomplete or out of date Tasks were not assigned to an individual Management was not made aware of the problem timely The above is not an exhaustive list but the common thread in the bullets above is communication or should we say the lack of effective communication. In quality management systems based on ISO 9001 Clause 7.4 asks organization to determine the internal and external communications relevant to the quality management system. It further asks organization to essentially outline protocols for what, when, with whom, and how the communication will take place as well as who will do it. ISO 9001 as do other quality management system standards have dedicated an entire clause to communication given its importance. The leadership too have to communicate their vision and strategic direction for the organization through the policy and objectives for the team. They further must ensure awareness of the system among team members. In crisis communication plays an even more important role. In maritime quality management systems based on the ISM code the code asks the Master, as the leader on the vessel, to deliver orders and instructions in a clear and simple manner. In crisis not only lack of information but too much information may further deepen the crisis. Leaders have to weigh the benefits of sharing the information before doing so. For quality management systems however, the system essentially routes the information as needed with the controls being built into the system such that the information reaches those that need to know, and the system also ensures that the information is effectively delivered. Good systems built with business continuity plans and emergency preparedness plans in place ensure effective communication even through a crisis. Systems that appreciate the risk of ineffective communication will have controls built-in to error proof the system.   v

As with all management systems there is a tendency to over document. Over documentation often happens when organizations do not capture their system the way it works best for them but capture it based upon a template, advise of a consultant or perhaps even based on inputs from the auditor! The latter should be avoided at all costs and in fact the auditor should be advised that it is not their place to recommend. Let us look at the records keeping requirements of subchapter m for a start. As with the ISM code and ISO 9001 subchapter m does not require a hard copy of all records to be kept. It allows an electronic copy of the records to be maintained provided there is control over the electronic records as well as a way to manage changes to records. 46 CFR 140.915 list the following items to be recorded in the Towing Vessel Record (TVR) or official logbook of the vessel: Personnel records – This includes a crew list, including passengers, and the watchkeeping responsibilities assigned to them. Safety orientation – This is a record of familiarization being provided to new-joining personnel prior to getting underway for the first time. The record includes the date of the training, topics covered, trainer’s signature and trainee’s signature. Record of drills and instruction – This includes a record of drills conducted as required by Subchapter M regulation 140.420. Drills to be conducted as if the emergency were real and record maintained of the type of drill, date of drill and a list of personnel attending. Examinations and tests – This include a record of testing of key equipment prior to getting underway Operative navigational safety equipment – All vessels required to comply with subchapter m need to have “required navigational-safety equipment in a fully-functioning, operational condition.” When there is a failure of such equipment and subsequent repair records of the same to be maintained in the TVR. Navigation assessment – subchapter m requires a navigational assessment to be conducted prior beginning a voyage and then re-assessed at each change of watch to determine any operational risks. Records to be maintained in the TVR of date and time when conducted, the person doing it, and the starting and ending points of the voyage that the assessment covers. Navigation safety training – crew members must receive training prior assuming duties related to the safe operation of the vessel. Records must be kept of this training. Oil residue discharges and disposals – Records must be maintained of any oil spilled overboard. Record of inspection of towing gear – Records to be maintained of type of towing gear and name of person conducting the assessment. Fire-detection and fixed fire-extinguishing – Records to be maintained per subchapter m 46 CFR 142.240.   The above is a list of records that need to be maintained. In a subsequent article we will cover the need for additional documentation as required by subchapter m.

  •   Kampala International University (KIU) has currently put a premium on investing in promoting self-employment among youth, by teaching them and training them to be good entrepreneurs and businessmen and women, by establishing a Business Incubation Centre (BIC) at the IddiBasajjabalaba Memorial Library (IML), at the main campus-Kansanga.  Vice-Chancellor Dr. Mouhamad Mpezamihigo said the business incubation centre will provide basic infrastructure and allied facilities for researchers and young entrepreneurs who are interested in developing early-stage business ventures. The incubator will, in the long-run, enable students to acquire essential development skills necessary for the competitive industry thus developing and building the minds of young and talented entrepreneurs. "The centre is an independent setup that will support new and startup ideas of the students in their initial development stage by providing an array of targeted resources and services," said Dr. Mpezamihigo. KIU hopes that the centre will soon start contributing to the economic growth of the country by generating employment and aiding in the creation of small and medium start-up companies. "The services will be developed or arranged by the BIC and offered by it directly or through its network of contacts," said Dr. Mpezamihigo. Through this new venture, technology and communications industries will gain access to affordable, stable, and highly trained developers including software engineers thereby pertaining to the main drive towards the establishment of the BIC. According to Dr. Mpezamihigo, the idea was driven by the realization that Uganda has very few developers, yet KIU and other universities are releasing a number of computing graduates in different sectors and fields annually. With these new inventions and ideas, KIU looks forward to not only becoming the best university in the country by promoting entrepreneurship and self-employment among the youth but also contributing to the community for the betterment of the young generation.
